Xavier Careaga

Xavier is a seasoned lawyer in Internet matters, having dedicated his entire professional career to technology law and to helping technology companies create, develop and implement their products and features within safe margins of the law. He designed extensive multi-jurisdictional and multi-disciplinary strategic defenses to protect the companies’ business model, reinforcing the social benefits of technologies involved while mitigating any unintended negative externalities.

Prior to joining Galicia, Xavier oversaw a broad spectrum of Meta’s legal defense for 35 Latin American countries, including litigation and regulatory, IP, privacy, competition, e-commerce, consumer protection, product regulatory compliance, content self-regulation, free speech, legislative and international treaty negotiations, among others.

Earlier in his career, Xavier gained extensive experience in different areas, which included the National Commission of Human Rights where he worked as an undersecretary´s Chief of Staff. This experience taught him how regulators think and work, allowing him to easily communicate and collaborate with them. In his experience at previous law firms, he helped found the Technology, Media, and Telecommunications practice area, essentially leading as an expert advisor for the industry as TMT was a novice field in Mexico, especially as now large tech companies were just beginning to do business in LATAM at that time. Before that, he worked at other media companies and law firms as well as at UNAM’s Instituto de Investigaciones Jurídicas.

Xavier holds an LL.M. from Harvard Law School and a J.D./LL.B., with honors for his Human Rights and Technology thesis, from Universidad Panamericana.

He has participated as a technology speaker in the IBA Biennial LATAM Regional Conference as well as in local bar associations, ICC, Pro Bono causes, such as Appleseed, and as a lecturer at Tecnológico de Monterrey and Universidad Panamericana.

Xavier has been nominated twice for the in-house Diversity & Inclusion prize by Chambers and Partners. Additionally, he is a member of the Mexican Academy of Cybersecurity & Digital Law and an External Advisory Board Member of several law firms and institutions.
