As a public servant, he has analyzed constitutional litigation cases working under a Justice at the Mexican Supreme Court. He then held different positions in the Mexican Economic Competition Commission, from being part of the cartel investigation team to holding various executive positions within that public entity, among which he directed the Office of the Technical Secretariat, being an integral part in the drafting of competition regulations in Mexico, including the Regulatory Provisions of the Federal Competition Law, as well as instruments regarding precautionary measures and client-attorney privilege, among others. During his career, he led the drafting of various projects of official opinions, trial-like procedures, and cartels sanctions.
Walter has advised companies on merger filings, public tenders, energy and finance as an associate at well-known Mexican law firms.
His experience has led him to participate in various university forums and international organizations representing Mexico as a speaker at the OECD Workshop on Detection and Effective Prosecution of Cartels for Competition Officials and at OECD’s Latin American and Caribbean Competition Forum. As a student, he participated in the European Law Students Association Moot Court Competition (2011), obtaining a public speaking award in the Latin American rounds.
Walter obtained his law degree from Instituto Tecnológico Autónomo de México (2011), where he has had the privilege of teaching at undergraduate and graduate levels.
