On October 23, 2025, the National Energy Commission (Comisión Nacional de Energía, the “CNE”) published in the Federal Official Gazette (Diario Oficial de la Federación, “DOF”) the General Administrative Rules Establishing the Legal, Technical, and Financial Terms for the Application and Granting of Generation and Energy Storage Permits, as well as their Terms1 (the “DACG Permits”), which became effective on October 24, 2025.
