On March 26, 2021, the president of the United Mexican States submitted before the Mexican Chamber of Representatives an initiative (the “Initiative”) which amends and adds several provisions of the Hydrocarbons Law (the “Law”). On April 8, 2021, the Federal Economic Competition Commission (“Commission” or “COFECE”) issued an opinion in which it expressed its disagreement with the Initiative, as it considers that the Initiative would have anticompetitive effects in the markets of the chain of value of hydrocarbons, petroleum products, and the petrochemicals industry.
